so you want to have only r on one side. subtract 4 from both sides and then divide both sides by 5. what do you get ?

if you started with \[5r+4\leq 5\] then you should end up with \[r\leq \frac{1}{5}\]

"less than or equal to" keep the inequality the same (unless you multiply by a negative number, then switch it)
