Consider this if the equation was x^2/36+y^2/25=1 the vertices would be (0,+-5) and (+-6,0). Now that we have (x-2) and (y+1) instead of x and y, the ellipse will move 2 units in the positive direction of the x axis and 1 unit in the negative direction of the y axis, therefore the vertices will be (2,4), (2,-6), (8,-1), (-4,-1).
