Water is considered a polar molecule because it has 2 slightly positively-charged hydrogen atoms bonded to a single slightly negatively-charged oxygen atom. This allows water to attract other water molecules and other polar molecules too.

There is a difference in electronegativity values of Hydrogen and Oxygen. Hydrogen is partially positive because it is less electronegative , Oxyugen is partially negative because it is more electronegative ... so due to these partial positive and negative charges , Water molecule is polar.
