i added the 6 and 1 together

then from 6 < 3x < 18, you divide all sides by 3 to isolate x
6 < 3x < 18
6/3 < 3x/3 < 18/3
2 < 1x < 6
2 < x < 6

So 5<3x-1<17 turns into 2 < x < 6

it basically says in english "x is some number between 2 and 6, but it is not equal to 2 or 6"
