Whenever like terms are divided. Subtract their powers. \[x^{\frac{ 2 }{ 3 } - \frac{ 4 }{ 9 }} = x^{\frac{ 6 }{ 9 } - \frac{ 4 }{ 9 }} = x^{\frac{ 2 }{ 9 }}\] Understood? :)

and wouldnt it be -2 becasue 2-4 is a negative

2/3 - 4/9 [LCM=9] 6/9-4/9 = (6-4)/9 = 2/9 Simple Fraction Subtraction.
