no, that's the atomic weight.
atomic weight = protons + neutons
the number of protons is the same a teh atomic number. it's what gives that element it's identity. What you originally posted was mostly correct... all except the number of electrons. you went the wrong way in subtracting 4 from 14, you should have added 4 to 14 to get a -4 charge.

Remember if the charge is - then there are more electrons than protons. if the charge is + then there are more protons than electrons. you can't change the number of protons without changing the element.
