You cannot ALWAYS determine whether it is correct to use who or whom simply by how it sounds. That is not an effective way to make the determination. You need a definitive rule, and there is one: You use 'who' when you are referring to the subject of a clause and 'whom' when you are referring to the object of a clause. The subject of a clause is the one that is performing the verb. The object of a clause is the one having the action done to it. Joe kicked Fred. - Joe is the subject Fred is the object. Therefore: Who kicked Fred? Joe kicked whom? Susan told Joe that she loved him. - Susan is the subject, Joe is the object. Therefore: Who loves Joe? Susan loves whom? Simple as that.
