Yeah, theres a bunch of resources for this circle stuff. Just one of those random things I remember about the circle thing. A lot of this geometry stuff I've never done unfortunately.
that link basically rephrases what Psymon is saying the inscribed angle is half of the central angle (both have to cut off the same arc) OR the central angle is twice as large as the inscribed angle (both have to cut off the same arc)

The Angle is half the measure of the arc, and the arc is twice the measure of the angle.
Well, think of it. The closer you are to the arc, the bigger the angle has to be. But when the vertex is on the circle like that, you cant be any further from the arc, so you have to have a smaller angle there.
