In a non-ionized atom, the number of electrons equals the number of protons. The number of protons is the atomic number, which lets you identify the atom. Here we have ten electrons, so it must be an atom of neon. Neon is a noble gas belonging to group 18 and has an atomic number of 10. "Stability" is a bit ambiguous. I'm guessing it refers to reactivity. The noble gases rarely react due to their full valence shell. As such, I'd classify neon as a stable element.
