well the initial population, t = 0 is 215... so you need to find when will the population be 430 so \[430 = 215e^{0.0106t}\] or \[2 = e^{0.01.6t}\] solve for t using logs... so when you ahve the value of t, you may need to add it to 1980 to find the year the population will be double. hope this helps
