Valance Shell Electron Pair Repulsion theory is a theory about how atoms and everything included like protons, electrons, and neutrons, further it explains how their charges form shapes. so with Water you have 2 hydrogens for 1 oxygen. if you look on the periodic table u can see that oxygen is in in column 6 that means every compound in that column has 6 valance electrons. hydrogen only has one times that number by two. So you have a total of 8 valance electrons.
