\(\left(-\dfrac{2q^4}{7}\right)^4\) Looks like you need to raise each term/factor to the fourth power. \(2^4 = 2 \times 2 \times 2 \times 2=16\) Exponent rules tell you that \(x^{y^z}=x^{y \times z} = x^{yz}\) so \(q^{4^4}=q^{16}\) \(7^4 = 7 \times 7 \times 7 \times 7=2401\) An even number of negatives makes a positive, so \(\dfrac{16q^{16}}{2401}\)
