The oxygen molecule has a high electronegativity and attracts two hydrogens which both are slightly positive.

A water molecule is formed by the sharing of electrons between the oxygen atom and the two hydrogens ie a covalent bond . Oxygen being more electronegative pulls these bond pair electrons towards itself and thus acquires a negative charge ( as electrons possess a negative charge) . Since the electrons are more closer to the oxygen than hydrogen's , the H atoms acquire a positive charge making water a polar molecule.
