all 4 quantum nos talk about the specific position of the electron!
The first number is the principle quantum number and tells you the energy level of the electron. The second number is the orbital quantum number and tells you the orbital angular momentum of the electron. The third number is the magnetic quantum number and tells you the configuration of the orbit given a specific orbital angular momentum. The fourth number is the spin of the electron (up or down).

ok.... (4,3,1,+1/2) tells that the electron is in the 4 th period ( 4 th principal quantum number shell) in the f subshell ( bcos 3 means f subshell) there are 7 f orbitals....numbered , -3,-2,-1,0,1,2,3 so 1 means the electron is in the 5 th orbital among f orbitals +1/2 means the electron is spinning in Clockwise direction

im not sure about +1/2 being clock wise or anticlockwise,,,,but surely it may be just a convention
+1/2 may be anticlockwise also

ya....u can tell that both electrons lie in the same shell(4th shell) ,and same type of subshell(f subshell)
but both lie in different f orbitals,,,,1 and -1
and both spin in different directions!
