If you have 0% dissociation, then you have a van't Hoff factor of 1. You only have 1 molecule floating around, H2SO4 still bound together. If you completely dissociate all the ions, then you have 2H+ and 1 SO4^2-, which gives you a van't Hoff factor of 3.
