What kind of substance facilitates the hydrogen bonding of nucleotides into a new DNA molecule?

Hydrogen bonds are weak bonds between hydrogen and: nitrogen, oxygen, fluorine. So, the choices may be -nitrogen- or -oxygen-, I guess.

I'd pick nitrogen, as a lot of it is present in the DNA structure, as far as I remember.

i think it could be DNA polymerase. It is DNA polymerase that holds the new incoming nucleotide so that it could hydrogen bond with the complementary nucleotide in the template strand. It acts as a scaffold. Imagine if DNA polymerase was not there , how difficult would it have been be for the randomly moving nucleotides in the cytoplasm to hydrogen bond with the correct nucleotide in the template strand taking into consideration that hydrogen bonds are very weak. have a look at image attached. Its complicated , only focus on the green colored molecule in image B . This green colored molecule is a nucleotide which binds to the DNA polymerase in the next image C.The giant structure with an alpha helix is actually the DNA polymerase.
