there are ten numbers
a percentile is a division by 100 ... as opposed to a quartile which is a division by 4 n/100 = 1 percentile 30* n/100 gets us to about the 30th percentile
and sorting the values from small to large tends to be a good idea in order to pick out the 30th 'order'
