I assume you got the reason for statement 1) GIVEN for statement 2, notice they are multiplying both sides by C

It is almost common sense, but people have a reason why it's ok to multiply both sides of an equation by the same number (and it stays equal) http://www.onemathematicalcat.org/algebra_book/online_problems/mult_prop_eq.htm

It's good for this idea to sink in, because in algebra we use it all the time to solve equations.

So to finish, the reason we can do step 2 is because we use the multiplication property of equality which is just a goofy way to say: if you multiply both sides of an equation by the *same* number, the equality stays true.
