It tells you the average mass of an atom of that element. Since electrons are practically massless (I should say their mass is incredibly insignificant compared to the mass of protons and neutrons), half the atomic mass tells you the number of protons or neutrons in one atom of a stable isotope of that element.

It won't tell you anything about the number of subatomic particles in the atom. The atomic mass is the weighted average of all of the masses of the various naturally occurring isotopes of the element.
