Yes, definitely F (fluorine). He and Rn are noble gases, and so are inert. Astatine is a halogen, but is very large with many full electron shells, so its positively charges nucleus is more shielded from attracting another electron. Fluorine is smaller, with fewer electrons, and so is much more able to attract another one
