that is right o.O .. although your question is poorly worded m assuming that the wheel is initially at rest, and it is required to get it up to a speed of 11 rads/second in 10 seconds.. in that case, required angular acceleration is 1.1 rads/sec^2 and the required torque= 1.1 times 0.19 = 0.209 Nm
