why are solutions of acids and bases often good conductors of electricity

Acid is anything below pH of 7, and base is anything above pH of 7. Both acids and bases release ions when dissolved in water. Dissolved ions are the basis of which helps conduct electricity.

E.g. HCl is a strong acid, which dissociates in water HCl -> H+ + Cl- Ions can transfer a charge in a solution. Bases forms OH- ions in water
