Mole ratio between HNO3 and NaOH is 1 : 1 NaOH + HNO3 ---> NaNO3 + H20 so use the formula, NaOH <---> HNO3 C1V1 = C2V2 put the values and find C1 for NaOH.
since both are strong species, titration of a strong base by a strong acid, you can apply the C1V1=C2V2 equation, or MV=MV
