I don't think this a truly answerable question. I guess we have to assume that these values are truly significant (statistically supported as different, for example you expect a fair coin to always have 50% head and 50% tails, if you do it 100 times and get 51 and 49 those numbers are not statistically different from 50/50). Now even if we assume that we need to know the relationship before we can answer. Are the sardines and plankton doing anything, sharing habitat, etc? We need to know something about them before we can discuss the correlation vs. causation of the data.
