t is proportional to √h because neither C nor g depend on h.

Oh, as in C and g are constant values? is that what it means to be independent of h?

Not necessarily. These could change with respect to some other quantity. As long as they do not change with h, then you can say that dependence of t with respect to h is a square-root one.
