Isotopes are essentially the same element, just with different atomic masses. (atomic mass is measured by protons+neutrons, so in order to keep it as the same element, we can only add neutrons)

A and B have the same amount of protons, but their charge varies. C and D have the same amount of protons AND electrons, but different amounts of neutrons. So I would go with the answer B.
