Yes, there are 28 electrons total. AS : Chlorine (Cl) has 7 valence electrons And Fluorine (F) has also 7 valence electrons

Cl will share its one electron with each fluorine, since, there are 3 fluorine atoms, so, Cl will share 3 electrons with Fluorine atoms. Also, Chlorine had 7 valence electrons, so (7-3) = 4 electrons... That is, 4 electrons are not bonded. So, they will be represented like given in the above figure (paired ones)
