why does ice melt at zero degrees Celsius without an increase in temperature, even though heat is flowing from the surroundings into the system (the ice)

energy has to flow into the system in order to loosen the IMFs holding the solid lattice together. The molecules of water have to "shake themselves loose" and it takes energy to do that.
