Well, second period elements would be for example Oxygen, which is very electronegative, so electronegative that it wants to fill up the last two electrons, (Fill electron spots then stable, stable = GOOD). So what do you think.
If we take this even further, Only elements that have all electrons filled in the shell are the noble gases, far right on the periodic table, they have all their electron shells filled, so do you think they would want more?
noble gases wontbe requiring any more electron. and also oxygen wont be exciting its electron no?
It's yes, because most but 1 element wants more electrons, unless you have a better reason.

By absorbing energy from outside source the electron gets excited from the designated position in the orbit. The energy it absorbs to reach the excited state is given back when it reaches the normal position in the atom. Yes.. lol.
