if you decrease the kinetic energy, that means that the particles are moving slower, meaning. If there is less movement of the particles, that means they are forming into something, mayb a solid or liquid.

gas to solid because the molecules have to slow down to undergo the phase change from gas to solid. Gases on a molecular level are moving and bouncing around so fast they have a lot of kinetic energy. In the solid phase, the molecules are barely moving at all, just vibrating, so they have a lot less kinetic energy compared to gases. So changing from a gas to a solid requires a decrease of kinetic energy.
