Water is an universal solvent, anything that is non-ionic and polar will dissolve in it. There are enough substances that can dissolve completely in water, like salt, sugar, ethanol etc. I think you misphrased the question.

A substance that is nonpolar cannot dissolve in water, like oil.

the polar nature of water is also why non-polar molecules do not dissolve in water
