This is a neutralization of a strong acid by a strong base. How many moles of the acid, HCl, are there? The number of moles equals the concentration times the volume, in litres. You will need an equal number of moles of base. You can find the volume of base required by taking the number of moles of base that will be required and dividing by the concentration of the base.
