Look at the mole ratio in the balanced equation. Two moles of potassium hydroxide are required for each one mole of magnesium chloride. Now look at how many moles of each of those two reactants are available. Which one will be the limiting reagent? That will be the one that runs out first. That determines how much magnesium hydroxide is produced.
