Assume the second car catches up with the first car "x" seconds later. When they catch up both cars will have traveled the sane distance. First car has a 2 second head start. So first car has traveled for (x+2) seconds and in that time it would have traveled a distance of (x+2) * 18 ft. The second car would have traveled a distance of 36 * x ft. Equate the two distances and solve for x.
