I do know that if there is more electronegtivity between two elements then it is more polar
yeah basically saying its polar because one of the florines at some point in time is more electronegative then the other florine thus this florine take partial charge of - and the other will take partial charge of + it keeps going like that

not always that depends on how electrons are shared when the electron circles this atom more then the other, this atom will have partial negative charge and the other will have partial positive charge
You did mentioned that one Fluorine would be more electronegative than the other fluorine, how do I know when this happens?
due to the fact that Florine is very electronegative, so each of the 2 atoms try to take that electron to themselves, thus at some point in time one florine takes it for itself but then the other snatches it to itself
