Stabilizing of the conjugate base using resonance. Need help understanding which resonance form of the anion of phenol is more stable.

I am assuming that it is the resonance form in which the negative charge is on the Oxygen.

Yes. In general, the most stable resonance structure is the one where the negative charge is on the most EN atom or where the positive charge is on the least EN atom
