the frequency of the 2nd tuning fork may be 259 Hz or 253 Hz now after adding a bit of wax the frequency of 1st tuning fork become lower than 256 Hz that means the FREQUENCY OF 2ND TUNING FORK MUST BE 253 Hz.

Since the beat frequency went from 3 to 1, the wax decreased the difference between the 2 forks. Since lowering the frequency of the 1st fork brought that fork's frequency closer to that of the 2nd, the 2nd fork's frequency must be less than 256 Hz. The 2nd fork's frequency was less than 256 Hz and because the original beat frequency was 3 Hz, says that the difference was 3 Hz. So the 2nd fork's frequency is 253 Hz.
