Ok, look at it like this...the x is squared, and it is inside a radical with a 3 as the index. The index of a radical, when it comes out as an exponent, is always the denominator of the fraction in the exponent. So we have this to begin (I'm going to do it step by step):

\[\sqrt[3]{x ^{2}}\]\[(x ^{2})^{\frac{ 1 }{ 3 }}\]\[x ^{2 *\frac{ 1 }{ 3 }}\]\[x ^{\frac{ 2 }{ 3 }}\]
