I think maybe it's a high concentration of solute, because I remember dilute solutions having to do with decreasing concentration.

yes usually we dilute solute by adding solvent (most of the time water)

no Solute is what you are diluting so you would want MORE water/solvent

Diluting is basically decreasing concentration
concentration = mole/volume so if we increase the volume (by adding water) we will decrease the concentration
thats why more water - will dilute the solute
