I think it is true, but looking at the favorable part of the question, it wouldn't be more favorable since the energy level is full, so then I think it is false

No it's true. Remember full filled energy level is more stable and thus favourable

Because it lowers the energy and thus increases the stability.

A phosphorus atom and a chlorine atom are likely to form a covalent bond because both elements: 1.)are nonmetals 2.)have low electronegativity values 3.)have equal "pull" on shared electrons 4.)lack valence electrons I think it is 3 or 4
