Why H3PO3 has only 2 -OH bonds and not 3? Both of the states have 0 formal charges on each atoms .

I believe one of the bonds involves a double bond of P with O, and a single bond with P and H. But I believe it's in equilibrium with the other molecular state where it has 3 OH bonds in it.
