it all depends on the inter moleucular force between those elemental atoms /molecules I know in terms of A level chemistry response that Phosphorus has a greater number of electrons, so the electron cloud between the two P atoms is greater, so the electrostatic attraction between P atoms is greater than that between Nitrogen atoms. So, it is a solid, since it has stronger intermolecular attractive forces.
