Copper is a transition metal and can have multiple oxidation states, depending on what the substance it is reacting with and how much of it there is. cu2+ is more stable than cu1+. If Cu2+ is reacting with a substance, then that means that only one atom of copper is reacting with it. So there is no actual charge on copper, it can have multiple charges (oxidation states)
