I think what they're asking for you to write it as the solvated ions. \(2~K^++2MnO4^-+16H^++16Cl^-→2Mn^{2+}+6Cl^-+2K^++5~Cl_2+8H_2O\) they might want the "net ionic equation" in which you'll remove all spectator ions.
