Four cases to consider: (1) accurate and precise, (2) not accurate but precise, (3) accurate but not precise, and (4) neither accurate nor precise. Sticking to @Trevorw98's example, the first case would involve hitting the bullseye *consistently*. For instance, if five out of five shots taken hit the bullseye, the shooter is both accurate and precise. The second case involves not hitting the bullseye, but rather *consistently* hitting a different part of the target. So although five of five shots don't hit the bullseye, as long as they are grouped together, the shooter is considered precise. The third case involves hitting the bullseye, but *not consistently*. This means, for example, that three of five shots hit the bullseye, but the other two are outliers relative to the bulleye. The last case should be pretty clear. All five shots hit the target all over the place with no apparent pattern.
