In the first part, all x less than -1 are covered. In the second part, all x from -1 to 0 with both -1 and 0 included. Combining with the above we have h(x) defined for all \(x \le 0\). In the third part, x between 1 and 4 are covered. So the domain of h(x) is: \((-\infty, 0] \cup (1, 4)\)

We use a square bracket to include 0. We use parenthesis (1, 4) to exclude the end points 1 and 4.
