If an ice cube melts at 0 degrees C, but also freezes at the same temp. What is the difference between melting and freezing in terms of, the energy involved in the phases, and particles of the substances during phase change?

I've found an answer, i'm just not sure if it's correct.
Whether the net heat transfer is in or out. The phase change solid/liquid involves the assembly of H2O molecules into a crystal structure vs a mostly random assembly of H2O molecules.
