You should play with the baby. At age 9 months take a ball and hide it behind your back. The baby should look around you to see the ball. If not then the baby might be a bit slower in developing. Keep saying a repetitive word so the baby can remember it. This can help develop the memory power of the baby. If the baby starts saying something similar to the word in a few months then the baby is developing faster. Always be around the baby and talk to the baby. Even though the baby can't understand it might learn faster. The baby should have sufficient milk(I don't know more about that since I am a boy). The milk will help the baby grow faster and get stronger bones. Source: I have a baby cousin.

Erickson's theory on child development is a good place to start. Its important to understand at what age does a child even have stimulation in the brain. Examples; object disappearance, mother child attachments, or even the water glass quantities trick.
