The answer is D. What determines an element is the number of PROTONS. The number of NEUTRONS can vary, making an ISOTOPE. 12C has 6 PROTONS and 6 NEUTRONS. 14C has 6 PROTONS and 8 NEUTRONS, but will eventually decay down to the more stable 12c (this is how radio carbon dating works). I'm going to ignore where you put chlorine in there cause I assume it's a typo.
