the total charge of the ion will be equal to the sum of the charges of all the pieces, right?

Since the sum of all oxidation states in a compound must equal 0 and Oxygen has an oxidation state of -2, then \[1x(#As) + 4x(#O) = -3\] \[#As + 4x(-2) = -3\] \[#As - 8 = -3\] \[#As = +5\]
